Minnesota Hunting and Fishing Fee Increase

If we value the management of Minnesota’s outdoor heritage — the management of our outdoor resources — we need to let our lawmakers know we support an increase in hunting and fishing license fees. Please contact your state legislators today to let them know you are an outdoorsman and you want to protect Minnesota’s outdoor heritage and support the Minnesota DNR.

The Minnesota DNR has proposed a new fee structure for both resident and non-resident hunting and fishing licenses. I believe that we as outdoorspeople need to stand behind the DNR in this proposal and voice our support now! The timeframe on this support is urgent with the legislature in session right now, and we need to let our legislators know that we support the proposed fee increases — sooner than later. I understand that with the rising costs of….well, everything, that it’s tough to stomach the idea of yet another increase in the price of anything. Looking at the numbers within the DNR’s proposal, fishing and hunting is still some of the cheapest entertainment around.

Like all of our own personal costs of living, the DNR’s costs of operating have increased in the past 10 years. Gas, supplies, etc. — all has become more expensive for the DNR like everyone else. The basic costs of hunting and fishing, however, have not. There has not been an increase in Minnesota hunting and fishing license fees for 10 years. At the current rate, the DNR’s budget will go negative by 2014. 

What do license dollars do?

  • Pay for managing the habitat we hunt and fish
  • Pay for managing the species we hunt and fish
  • Pay for the conservation officers we need
  • Pay for the infrastructure (trucks, offices, stocking, staff)
  • Tax/lottery dollars are only a small part of Fish/Wildlife/Enforcement operations

Why is it in sportsmen’s best interest to support the license fee increase proposal?

  • Despite many cuts within the DNR, costs will exceed revenue
  • Fee proposal will enable DNR to continue to deliver high quality services we already expect
  • New fee structure will actually provide new cost-saving and convenience options for those who rarely hunt or fish and for those who hunt and fish a whole lot.

In a nutshell, the proposal increases the resident fishing license from $17 to $24, resident small game to $22, and resident deer to $30.

Hiawatha Chapter of Trout Unlimited will hold it’s Spring Fundraising Banquet March 12, at the Doubletree Hotel in Rochester.  The evening begins at 5pm with drawings and raffles. Dinner is served at 7pm with a live auction to follow.  Randy Brock, our KTTC chief meteorologist will MC the evening.
Items available this year include several guided fishing trips in SE MN, an all-expense guided trip for two for 3 days and nights near Talkeetna, AK, several outstanding bamboo fly rods, two Winston graphite fly rods, a complete fly fishing outfit from Cabelas, top quality fly reels, B&B weekends in the Lanesboro area, a catered dinner for 30-35 people, and many, many other outstanding items donated by various individuals and local and national businesses. Proceeds from this fundraiser will be used by the chapter to improve cold water habitat in the Driftless Region of SE MN.

Mill Creek Workday

Win-Cres Volunteers

46 Sky Hooks were constructed for the Mill Creek project near Chatfield, MN.  On Saturday, August 21st a team of five Win-Cres members along with our chapter’s saws, compressor, and nail guns were among those present for a hot and humid day of “fun in the sun” along side Habitat Solutions and Hiawatha TU. Skyhooks provide overhead cover for trout in our streams, building the structures is hard work and takes alot of time and energy but will help improve the fishery for years to come. Thank you to all the volunteers for taking the time to help the Hiawatha chapter with their efforts.

Trout and the Driftless Area of Southeast Minnesota

Beginning Monday, October 11th and continuing for five Monday nights, Win-Cres with help from the Minnesota Dept. of Natural Resources Division of Fisheries will host a lecture and discussion style series of classes to inform and educate the community on our resource and it’s current status. This class is Free to all and there is no need to register to attend, you can come to any or all of the classes. We will also be taking a Saturday trip to Crystal Springs hatchery A Nice Driftless Area Brown Trout to conclude the lecture series.  Join us and learn more about the coldwater resource we have in Southeast Minnesota and the trout that live here.

On Going Effort: Garvin Brook

On Saturday, July 31st a crew of 10 Win-Cres volunteers met at 8am to begin the continued effort to remove woody debris from Garvin Brook. Working downstream Win-Cres volunteers led by our Habitat Improvement chair Mike Jeresek were able to complete the task of removing all the woody debris blocking sections of the stream in the state forest land section of the stream located south of Farmer’s Park. Slinging chainsaws inbetween talking trout, habitat and the future of Garvin Brook the volunteers had a great day enjoying a bit of cooler morning weather. Lunch was enjoyed by volunteers after morning work was completed. Thank you to our volunteers who make these workdays worthwhile and a big thank you to Mike Jeresek for organizing the morning and bringing lunch and beverages for all.

HTU Whitewater Rendezvous

Rendezvous at Whitewater State Park

Hiawatha Trout Unlimited and the Minnesota State Council will host a rendezvous for Minnesota TU and Fly Fishing Federation chapters, and the Fly Fishing Women of MN at the Primitive Group Camp in Whitewater Sate Park, August 27, 28, and 29. 

This is a time for all of us to get together, have a good time on the streams of SE MN and swap stories of the past and ideas for the future of trout fishing in the state around the camp fire with past or future friends.  Whitewater is also a great jumping off point to fish the streams of SE Minnesota’s driftless region; the Whitewater branches, Trout Run, Camp Creek, Forestville and the Root River to name just a few.

There will be venues for fly tying, casting and general technique instructions, equipment to swap or sell, and a chance for those new to the sport to meet with and learn from the veterans. 

Come for a day or come for the weekend. The primitive group camp sites (1 & 3) have been reserved and will accommodate 50-60 people.  However, note that these sites are for tent camping only. Win-Cres TU Supports Take a Kid Fishing Day at Whitewater State Park

On June 12th approximately 25 kids spent half the day guided by Win-Cres T.U. members.  The kids spent the day fishing the Middle Branch of the Whitewater River.  The weather was overcast and perfect for fishing, most everyone caught fish.

Win-Cres T.U. Cleans Up Garvin Brook

On May 8th the Win-Cres Chapter of T.U. worked hard along side over 45 students from Winona Senior High School Winona Students and Rushford-Peterson High to clean up a stretch of Garvin Brook downstream from Farmer’s Park between Stockon and Lewiston, MN. Volunteers began arriving as early as 7am to begin organizing the day event. Students arrived and were fed then divided into groups to begin work for the day. At 9am work began with groups of students removing trash from HWY 14, pulling flood debris and trash from the stream corridor along with a large woody debris removal effort.

Win-Cres paid for the rental of a T300 Bobcat and Operator from Potter Construction to help with the woody debris removal task, this involved chainsaw crews preparing downed trees and debris from the 07′ flood for the bobcat to then pile into large burn sites. Woody Debris Removal Students then gathered as much of the remaining debris as possible to contribute to the burn sites. At 11:30am students and volunteers had cleared the entire section of work for the day and were ready to head downstream further than initially planned.

Students worked both banks of the stream to remove all trash and debris including tires, bottles, trash, and metal. At the same time other groups of students were helping to pull the invasive specie Garlic Mustard from the stream banks. Lunch!! Students learned about invasive species and what their affect can be on an eco-system. After the day of pulling was concluded several hundred pounds of Garlic Mustard plants had been removed and bagged, they were then transported to Miller’s Scrap in Winona, MN to be disposed of.

Lunch was provided by Win-Cres and a portion of it was donated by the Hi-Vee in Winona, MN. Four six foot long subs disappearedrather quickly with a large group of hungry kids. After lunch Steve Klotz from the Lanesboro Fisheries Office helped a group of students turn a small rock dam into a small rock wier to explain a bit about the stream flow and what kind of habitat trout thrive in. As the rocks were shifted the sediment in the pool began to wash downstream exposing a deeper rock bottom. Steve also showed students what macro-invertebrates were on the rocks they were moving and explained a bit about the relationship between the bugs in the water and the trout. Once finished Steve Students Helping Steve Klotz Make a Small Rock Wier gave an electro-fishing demonstration to volunteers, working upstream he pulled out several Brown trout to show students the reason why we were putting so much effort into the stream. Afterwards volunteers were released and a few stuck around for a fly casting lesson thanks to Guide and Win-Cres Member Mark Reisetter.

Win-Cres T.U. would like to thank all volunteers who participated in the event, this day would not have been so prodcutive without the support and determination of all the wonderful volunteers. We had many hardworking students helping us and without any issue or complication all the goals and tasks for the day were accomplished.

Take A Kid Fishing Day

Volunteers are needed to take kids fishing in Whitewater State Park on Saturday, June 12. Twenty-five kids accompanied by a parent need an introduction to trout fishing. Volunteer angling guides are only responsible for their own equipment.  Kids will have their own equipment.  The DNR will be stocking rainbows in the park so hopefully everyone will have a good chance of catching a fish.  We are not asking to pre-register so just show up if you can make it. Arrive at the interpretative center by 8:00 am to register as a volunteer and be assigned novice anglers to guide for a few hours of fishing. Garvin Brook Clean Up, May 8th

The Win-Cres Chapter of Trout Unlimited working with the MN DNR and the Lewiston Sportsman’s Club is organizing a stream clean-up to be held May 8th to begin addressing some serious issues that are limiting the potential progress of the trout stream. The day event will be subject to change based on the weather and volunteer involvement but we are asking for dedicated T.U. members/area students/parents/community members willing to donate a significant portion of May 8th to help us get a good start on this potential future project. The MN DNR will be present and will provide guidance as well as an electro-fishing demonstration to be held at the end of the day. Fishing opportunities may be available but anyone wanting to fish will be required to have a MN Fishing License and a valid Trout Stamp for the 2010 Fishing Season. The schedule and list of tasks for the day are listed below, please consider donating your time and effort to our cause. Thank You

We will be grouping volunteers and rotating those groups through the three time frames with different tasks to expose volunteers to various aspects of the stream clean-up.

  • Pulling Garlic Mustard (invasive specie)
  • Removing Large Woody Debris and Downed Trees.

Waders will be provided based on need for those rotations accessing the stream. We ask volunteers to think and dress properly for a day of hard work, you will be in a thickly wooded environment and shorts will not be a good option. Thank You for your consideration.
